Took the car out for a drive and it seems okay, it seems consistant and doesn't fade or anything over time.  I have a feeling it might be me being hypersensitive, plus I did go through a bad patch healthwise so my physical strength did take a bit of a knock.  I'll just keep an eye on things during the run in procedure on the new front tyres.  The steering is still light enough to drive one handed so I think it's okay, though it feels like I'm getting a bit more road feed back due to the new tyres.

It is a bit of a puzzler though, I could've sworn it was getting heavier.

Sounds like a valve or the pump being flaky, I wouldn't call it Victory quite yet :P

A fluid flush and fill using Mobil PS fluid may be worth the effort and modest cost.

This is true, my money is on the pump, though I did flush it through just under 2 years ago and the steering assist seems consistant. I used Castrol power steering fluid which is just a mineral based PS fluid, it's listed as suitable for the car.

To be honest I'm actually liking the feeling of the steering more and more, there seems to be more road feel and the car is less twitchy on the freeway than it used to be. It actually feels like I thought it would feel when I originally put the wider wheel/tyre combo on it. Seb runs 195/50 R15 on 15X7 Konig rewinds (nice minilite/superlite style wheel) he originally had 175/65 R14s on 14X5 steel stamped wheels.

I am liking the new Yokohamas, I had old Yoko S drives on the rear and they really weren't suitable for the car, plus they may have hardened due to age.

I had a look around and it seems in the US a lot of people use Mobil 1 Power steering fluid in Toyotas/Lexuses but it's not as easy to get here O.O. I shall do some more digging. I'm not sure the Castrol synthetic ATF fluid I used (though it met Dex II or Dex III) is the issue but hey as you say worth the effort and cost.

I usually don't like "voodoo" additives, but the Neon responded well to a generic power steering conditioner recommended by the parts store counter person. 30k so far, and all is well.

You still have the Neon O.O I thought it had gone when you got your Saturn.
Yeah I'm not sure I want use anything since I had a reco'd rack put in about 5 years ago, not for any real reason just I wanted to cover all bases in taking looseness out of the front end.
